The IBSI Retiree Health Care Program, Preferred Access, is a fully insured program that promotes a defined contribution-funding model. Under our defined contribution model, the employer has a better control of the FAS 106 liability.

In Milwaukee, Wisconsin, we have developed our own Medicare Select product - Preferred Advantage. We have a list of hospitals that have agreed to waive the Medicare Part A deductible. On average, this reduces the cost by 20% to 30%. An employer can offer both the Preferred Access and Preferred Advantage where it fits the need.
